Nagarkot is more than 5 km away from the Kathmandu airport, so should be legal to fly there unless there are special restrictions. Ask the tourist office in Kathmandu.

There are some countries that are not members in the EU, but are full members of the EASA (European Union Aviation Safety Agency). Among them are Norway, Iceland, Switzerland and Iceland. UK is not a full member of EASA.

If your Mavic 3 has firmware 01.00.1000 you can use Drone-Hacks to remove NFZ and enable FCC.

There is also a hacked version of Mavic 3 firmware, hacked by Russians. It is called firmware 1001...
