If you want to use the map feature on the iPad, use the Hotspot on the iPhone and connect the iPad to that. It's what I do (wifi iPad 4 mini to my Moto Z Play).

Did you check the data usage in the settings?

The space for the charger will hold the charger AND an extra pair of props in the bag. The multi-base, car charger, propellers, small sunshade, extended landing gear, filters, and cords will fit in the netted pocket that's in the "top" compartment.
