Air zone in Germany

Hey I was flying my drone in Freiburg, Germany when some guy came up asking if we were filming and that most of Germany you need a permit. He said I also need permission from every building/ person in the pic or else I could possibly get sued. I checked before and there was no restrictions on flying in that area nor anywhere close by. Is what he said true? should I be worried about it?

Makes Canada look slack. The building thing looks to be more about overflying as opposed to flying past.
