Because they are saved as a jpg file.When multiplied up the 4000 X 2250pixels = 9mp but when I check the actual size of my images they are only 4.1mp

Jpg is a compressed file format.
Open the file and the image is 9MP but the compressed file is something less than that.
I didn't suggest anything about changing pixel dimensions.Sure you don't mix up Mb ... with Mp?
Jpeg compression rarely change the pixel dimension.
