By default it's on 0ft. What does it do if I move it to negative or positive feet?

This. What does it do?

When you place initially a Focus Point it's altitude is 0 ft. (GND relative to your takeoff position)
At that moment Autopilot does not have any information about terrain elevation or structure height.

When you are flying your mission, Autopilot points the camera at an angle relative to the Focus Points altritude.

If you want to have your camera tilted at a different angle, the slider comes into play. Let's say you want to make the top of a tower a Focus Point, increase Focus Strategy altitude.

If your Focus Point is something down in a deep canyon, decrease Focus Strategy altitude.

OK...that is making sense to me. Can you check out this video I made? At five seconds in I have the focus point the top of the dam on 0ft and when I cross over it the camera looks way down. If I had made that focus point 15ft, it wouldn't have looked so far down when I passed over it?

Yes. Just experiment with the setting.
