You can still use it. When you do your video verification and they approve it, use the code to pay.
Unfortunately you may not be about to use it in the US (because new plans and renewals are currently suspended) but if you've already paid and activated back when Care was available, DJI may allow it. Be aware, even if you activate the service plan, using it timely and effectively is a different story here in the US.
I have no idea if these codes are region-based only but if they are and you cannot use it then neither can anyone else.
