No but since all birds are protected in the UK you see them all the time around here.
You can sit in the garden and within 5-10 minutes you will see quite a few buzzards flying around.

Like our drones, that's the way a bird hovers.
It's probably trying to get a insect from the tree.

Raptors don't eat insects, it was using it's eyes to look for mice etc??
