Can some one tell me what enable hardware decoding in camera settings mean?

For newer iPads and iPhones, the CPU can accelerate the video encoding performance by using the onboard hardware. I think this is good for any device newer than the iPhone 5s only, and whichever iPads were released after the iPhone 5s.
