Can I Use the HDMI Output Signal as Input Video to an Android Device?

I’m pretty sure I can find the correct cable ( HDMI from the CS on one end and micro USB or USB C on the other) but I’m unsure if the Android phone will provide video when the cable is attached to the micro USB/USB C port (depending on which phone I’m using but I’m leaning toward the GALAXY Note10+)

If it can be done, is it basically plug and play or do I need some software to make it work?

I believe HDMI alt mode will only allow the android device (galaxy note 10) to output a hdmi signal to a TV for example.
I don't think it will allow the note 10 to receive an hdmi input signal and display it.

Might be easier and cheaper to get an external battery powered monitor
