Nope. Even if the camera could tilt up, the drone housing would be in the way. The Avata-2 can shoot up at 80 degrees, but the camera is not great for stills (low res and noisy even at ISO-200).
Per the Air 3S spec sheet on the DJI website, all the gimbal specs, including the controllable range, will remain as it was for the Air 3, -90 to 60 degrees; meaning the maximum you can tilt it up with the wheel will be 60 degrees.
