It's controversial here - it looks like a flag But is Baba Marta sign - it's custom to wear red and white strings or mini puppets called Pijo and Penda every 1 Mar and when You see a stork hang it on a blossomed tree or bush - I personally were them till 1 May - so this one should resemble it
And not a Polish flag
