CE and FCC hardware differences

Are the CE and FCC the same at hardware level? Or they have different boards like the Mini? I'm concerned that DJI crippled the CE model with less range like they did to the poor mini.

From other posts in the forum I have seen and temporary faking of GPS, the limitations are software not hardware.
