I'd add that there is more to being allowed to fly a drone than just the specifics of the air regulations. In Canada it is allowed to fly a drone under 250g in Class D airspace but there are lots of other restrictions and considerations,
- is it safe to do so (right next to an international airport then probably not)
- invading peoples privacy, the answer would be no (local bylaws forbid this and not just for drones)
- flying over people, events, around school areas and a local example recently, don't fly around or over synagogues
- flying near active fire or police operations
- My understanding is that NOTAM's also apply to drones under 250g (they specifically say "no drone or RPAS flight...."
- obviously endangering live, even a small drone could hurt a young child or animal
I'm sure there are other considerations.
