DJI mini 3 pro 4k video flickering

in the back of this video, on the wite railings and white window frams there's some weird flickering. Does anybody know why this is happening and how to correct it?

I have ND filters and I was using one

It is not only an ND filter it also stops the prop reflections from the sunlight and the props.
almost eliminating what I saw coming fro the top of that building and around the windows. Normal ND's Don't do that.

Ahhh so that's not strobing???

Looked at the video a couple of times on my 4k computer monitor, no flickering, weird or any other kind, whatsoever.
