will drones under 249grams be required to broadcast their id's ?
Not if they're used under 44809 (Recreational rules). If you plan on flying them under 107, then yes.

Remote ID is tied to registration. So if you don't need to register it, you don't need RID. And, if you're recreational and under 250g, you can fly outside a FRIA even though you don't have RID. Again, because it's all tied to registration.

So, that brings up an interesting situation. If you have, say a Mini2, and attach a couple strobes to it for night flight that would put you over 249g which would mean you have to have RID?

Yup. Take off weight is what is measured, so strobes would put you over. But I'd be very surprised to see the 3SM requirement under CBOs and 44809. For that very reason it puts a Mini (& others) over the magic 249g weight.

But who knows?
