100% Yes , Editing can take any picture or video to the next level , many times the filters do more harm to the video than good. Editing has evolved , that i dont trust anything that looks like a Bad video or pictures anymore as they can be transformed very nicely.

So I am sure there are some great techniques to implement filters .

That's going to depend on what you are hoping to achieve with filters or editing and what kind of filters.
And are you asking about photos or video?

There are two common uses of filters on drones, and neither can be easily simulated in software.

Neutral Density (ND) filters allow longer shutter speeds to create motion blur without overexposure. You can't easily create motion blur using editing software.

Polarizing filters cut out polarized light of one orientation, while allowing other light through. This can eliminate glaring reflections off of water, pavement, windows, etc. It can also deepen the blue of the sky. Some of this can be sort of faked to some degree in editing software, but not as effectively as with using a polarizer.
 
Too much editing can degrade the quality of your video, just like in still photography. Editing will not make up for good exposure, for example. You will loose detail in the highlights or the shadows if you over or under expose. The ND filters will help you avoid this.

OK .. you are asking about ND filters which some folks use to reduce light levels to force a slower shutter speed than otherwise achievable.
They do this to create motion blur with the idea that it's going to make their video "better".

The motion blur is much hyped and not really necessary for most drone video work, but if you really wanted it, you can't achieve it with editing.

Usually an ND8 or ND16 is needed IF you wish to represent motion to the conventions commonly used in film & video.

ND filters enable a shutter speed of 1/60th for 30fps, or 1/120th for 60fps. Results vary at dusk, at night, over snow/sand.

Of course there are other aesthetic choices one may make, but that’s the convention for how much motion blur looks “natural” to people who’ve been watching film & video all their lives.

It isn’t “the best quality” OR “not really necessary” in my opinion. Just a choice.
 
You can easily achieve motion blur with most of the high end video editing programs. The need for the slow shutter speed is only to reduce strobing, if you have it. Almost all flight conditions do not show any strobing.

As a film maker and animator, I rarely see a need to use it. If you use it when it is not needed, it slightly blurs the individual images, loosing that wonderful crystalline sharpness that today’s sensors and lenses can produce.

Motion blur does not make movies better, it simply eliminates problems. This myth just won’t die.
 
There is literally no software substitute for a polarizer if you are looking to eliminate glare from water and windshields.
