First off, obviously staying away from being over crowds and not interfering with the kites.
Second, knowing that a good kite festival will have some wind.

What would be harmful in flying at a kite festival?
What would be the best angles to film?
What kinds of patterns would be good to fly?

We have kite flying events here fairly regularly the zone covers quite a large area so i think it would be quite difficult to get decent footage without annoying the kite flyers therefore i stay away in my view its not worth the trouble.

First thing that crossed my mind was the effect of barrage balloons on German bombers.... y'know... a floaty thing on the end of a very long bit of string where something driven by propellers is trying to fly. One's bad enough, but a few dozen at the same time might be really entertaining.

The Kite flyers that I've seen at the beach were very acrobatic and very fast. I would think would be distracting for the flyers and the event itself, it's all about the Kites. JMHO.
Having been a kite flyer for over 30 years, I'm well aware of the maneuverability of the kites.
When I'm flying the kites, I'm focused on only two things.
Flying the kite and not bumping into people. I've never been distracted by other things (seagulls) in the sky.

Maybe I'm unique that way.

BTW, I'll remind that the intent is to observe from outside the kite flying area, not in with the kites. I'd only get close to flying kites if it was a kite I owned being flown by someone I know.

For those that don't know what barrage balloon were ;)

It would appear you already knew the answer to your questions in your OP when you posted it.

Here is a Kite Festival I did a while back if you're interested in watching it.
It does have a mixture of ground/aerial shots mixed together in it though.

That's kind of what I was thinking of doing. From afar, not close up.
Of course I'd also want to fly my own kites a bit.

Kites are basically barrage balloons for drones. Hazards are obviously the very long invisible strings from the kite to the ground, sometimes 100s of metres in length. Catch a prop on that and goodbye drone. Sensors wont detect it, camera wont see it, your eyes wont see it.

The strings will always be upwind from the kite itself (and kite itself is always facing in the wind) . So if you have to approach, do it from downwind of the furthest kit visible and dont go any further upwind.

SE Asia most farmers and most locals fly kites. These are 60-120m in the air often and the base can be a long way horizontally from the kite itself.
