can you imagine 20 plus passengers standing on the rear deck all trying to fly and then land their drones. I cant see any problems with that can you?

no, I'm sure the cruise line would be delighted to deal with all of the claims for injuries that resulted, plus listen to assorted dumbarses ask if the captain could turn the boat around to get their waterlogged phantom.
