Hope I am not too late to reply. There are flying restrictions in Hong Kong but they are not really tight when comparing to UK or Australia. Drone under 250g doesn't need any license but have to obey some basic rules, mainly with flying height under 100ft, must operates in daytime and keeps visual line-of-sight. For those over 250g, both pilot and drone need to register and have a sticker on drone but no exam or test needed unless you plan to fly higher than 300ft. The application process can be done online and takes a few day to process.
Besides the laws, I seldom fly in city area as tall buildings, radio interference, cars and people are everywhere but Hong Kong has quite a lot of countryside and sea to fly.
