They are cheap because they are being shipped from Hong Kong. The downside is you might have to wait a month to receive them.

I guess it's all relative. If for the maker/seller the sale of this set of parts buys 1) a good bicycle; 2) food for a week; 3) a nice jacket, etc. - they wouldn't call it cheap.
