How to safely NOT "download resource file"?

I took my mini to show it off to my BIL.
It decided to "download resource file" could not get a connection.
In an area of virtually no cell reception and no wifi at all.

How does one safely bypass this?

Result is BIL thinks I've a cute useless $400 toy.

Why did it need a resourse file?
I have a vague recollection of that being downloaded when I first opened the App, just after installing it, but have not been asked to download it since then nor of the App 'needing it' since then.

I have owned MP, Mini and M2P. Have never seen it.

That’s news to me, never heard of a resource file.
