How to transfer video to IPad mini 4

So I shot this video and edited some clips on my PC using Magix Fastcut software. The problem I’m having is trying to transfer it to my IPad mini 4 from my PC.
Is this possible to do? Thanks

Export to something like an mp4 and post it online to DropBox or the like

That's a thought... I was hoping to be able to do some type of drag and drop. But I haven't been able to do that.

I would guess that iTunes would be a Windows tool to get data "synchronized to the iPad, perhaps?
