In the UK you need a Driving License to drive a car, but anyone can purchase a car and it is not the responsibility of the car suppliers to ensure that only licenced drivers drive the cars they supplied or that the drivers conform to traffic laws whilst driving their cars.
Just as an interesting side note, in California USA its perfectly legal to sell a car to an unlicensed driver, but the law requires the customer have a valid driver's license to drive their new car off the lot, and the dealer legally can not give them the keys if they don't.
So you can buy it, and someone else has to take it off the lot before you can drive it
