A camera sensor relies upon an analysis of pixel-to-pixel contrast to achieve focus and will probably focus on the subject with the highest contrast toward the center of the frame. It wants to focus on something, preferably a subject with contrasty edges or details that set it apart from its surroundings. If nothing in the focus box fits the bill, focus may "hunt" from near to far without ever making a solid determination. A low contrast subject in reduced light or one in which there's a lot of dull, repetitive, fine detail doesn't give a sensor much to work with.
 
The first one is f5.6 and the second is f2.8. It seems like they still could be better. I remember some of the pictures i took six months ago being a lot clearer so I know it could do better.
Both of the first two shots were apparently at dusk in low light conditions - f5.6:1 sec and f2.8:1/2.5 sec and still underexposed. The third had better available light, at f5:1/240. The sharpness of the third is a result of the higher shutter speed.
