No. Unlocked refers to if the iPad has cellular, and not being tied to a carrier. As far as storage, 16 would probably work fine, but the more the better.

Thank you, I didn't think it would matter if it was unlocked or not since I wasn't planning on using it for cellular service just making sure.

I only use my 16 GB iPad Minis to fly. Space has never been an issue. 16 GB will be plenty of space unless you're going to use your iPad Mini to run other apps that require a lot of storage space.
