Is the RC-N1 for the Air2S Ocusync 3 while the RC-N1 for the Air2 Ocusync 2?

According to DJI, they are the same controller. O2 or O3 is dependent upon which drone it is connected to.

Does anyone else find it interesting that the RCN1 can function with O2 of O3 drones while accessories such as goggles, controllers have limited cross/backwards compatibility with a lot of their models?

I think it's the software that determines O2 or 03, not hardware as evidenced by the inter-operability of the RCN1. The Mini 2 and Air2 can be programmed to work with 03. True, the Air2S has 4 antennas but that's the only addition. The 03 is just more flexible in choosing the band.
