The UK Government has already put something like this in place, as it is using drones to patrol the English Channel looking for immigrant boats - and is also looking to license operators for Search & Rescue operations ... However - you are going to need to be more than the average drone operator to get those licenses, and the drones are the size of small aircraft with loiter ability measured in hours.
