Heading down to Key West tomorrow afternoon for family vacation. Would like to take drone and have conflicting information. I have read that you can phone the air traffic control tower and ask for permission prior to flying. Can anyone confirm? Hate to pack the drone if there is no way to fly.

It's not possible. It's a Naval Air Station.

As of this draft, the "rotor lock" from DJI has been lifted. HOWEVER... this place is a manned aircraft nightmare. I live here and the aircraft traffic is intense. It's a 2x4 island with lot's of restricted air space.
1 - The airport (EYW) takes up a large chunk of real estate and thus the air space is commensurate.
2 - There is NAS (KNQX) Key West 2 miles to the north.
3 - The sea plane that also uses the airport for the Dry Tortugas shuttle.
4 - The hospital life flight... Well you get the idea...

One @%@$% up by a careless pilot and this place will explode with FAA crash inspectors and I would endorse it. Get a radio and monitor the air space. It's cheap insurance and the for safety of those in the manned aircraft.
