As a recreational pilot, you are limited to the pre-determined altitudes displayed in LAANC, so if it says "0" feet, you won't be able to seek authorization there.
Part 107 holders can request "further coordination" to fly higher than the pre-determined altitudes, and if ATC is convinced that the flight can be safely done, its possible to be authorized to fly in those zones.
Totally correct for recreational pilots, partially correct for those with a 107 certification. For those with a 107 they have to make their request through DroneZone for anything above the altitudes in the UAS Facility Maps. According to information in last Thursday’s Webinar on LAANC, Drone Zone will be opening for recreational pilots in the future.
I can tell you that clearance for anything more than altitudes shown on the UAS Facility Maps will not be easy even for 107 holders, and recreational pilots will find it nigh to impossible.
