Litchi binary mission format

Has the format information for Litchi binary mission files been published? Do any *offline* tools exist to convert between those binary files and other formats (e.g. Litchi format csv, KML, etc.)? Thanks.

Litchi to KML is a doddle: add the Virtual Litchi Mission (free) to your browser, and export as KML.

For me, that also auto-starts Google Earth so I get a full preview of the mission in 3D.

AFAIK this requires csv and/or assumes use of the Mission Hub online. I'm asking about 100% offline tools for converting the binary mission file on a device to csv, and/or the reverse. Thanks.
