Unfortunately, yes, as you’d expect the DroneShield products are only available to Federal agencies

This has been posted before and would violate all sorts of FCC laws if I'm not mistaken so I wouldn't worry about your neighbor picking one up.
I would eat my hat if someone on this forum has actually lost a drone from something like this.
