This may sound batsh*t crazy, but here goes.....
I recently have come to know a guy who lives sort of remotely in a mostly mobile home area out in the desert.
His place is about 1/4 mile from any neighbors, and one in particular.

This particular neighbor supposedly has some unfounded grudge against him, and he believes this neighbor is terrorizing him at night using firefighting drones equipped with infrared to spy on him in his home.
He also says this person has access to all kinds military surplus stuff, and are able to emit RF strong enough to talk to him in his home, and he's positive whether by drone or some other means he's being attacked by some form of LRAD, because when the drones fly at night above his home (no lights) this person can make him feel ill, and shake whatever part of his home he may be in at any given time.

I do not believe this guy to be insane.
He's tried the sheriff and a few of the alphabet soup gangs, (albeit, not the FAA, which I suggested recently) to no avail because it's practically impossible to gather any proof.

So I'm curious if anyone knows if all or any of this is possible?

Whoa, now. Are you suggesting that his friend shoot the neighbor?

Or that he shoot the firefighting, LRAD and infrared equipped, RF broadcasting, probably military grade, house-shaking drone?

Either way, that just may not be good advice, even if you do believe the offending drones are real, as you say.

He has delusions about things that aren't possible or probable.

That's the problem with imaginary threats ... you just can't prove them.

I should have said I agree with wanting to shoot them.
But I do believe if someone is buzzing your home, the FAA would be a great place to start, without any of the other bizarre accusations.
And possibly he does have a screw loose, but nothing else I see in any of his behaviours would suggest it.
I'm only asking this here out of curiosity if any of these things could be accomplished using drones.

Every situation is unique. Sometimes you need to consult the laws in your local area or in the state to understand your options. The circumstances are different for each person so I cannot make a recommendation for anyone other than myself.

Sometimes you gotta learn to read the room. At this point in a drone life, there are rarely any federal charges for shooting down a drone and I'm talking about even a harmless drone. However, if you believe a drone is attacking you or causing damage and you are willing to fight and defend yourself and your property (according to your state or local laws) or the Constitution with the right to self-defense *especially* if you have exhausted all over legal avenues, as a last resort I personally would shred any drone that I thought was in or around or over my property doing harm to me. In the middle of nowhere AZ where you likely won't get in trouble for discharging a firearm, these are the risks I would take rather than be put down by someone else even if it's part of your imagination (because it's real to you). Obviously don't go elsewhere looking for a drone or equipment to destroy and don't go after people or their homes. This is after you have talked to a judge, the sheriff, and you have retained a lawyer.

Push back against and use force against whatever is unlawfully damaging or hurting you; in the end you just might be able to retrieve the proof you need to get that RO. ;)

Sounds like a nut case. I've worked with LRAD's and there's no way you can put them on a drone. As for RF to generate sufficient power to cause physical damage, again you'd need a huge amount of power.

@Meta4 nailed it. He's a snickers bar. What he claims is happening is simply not possible.

Have you seen these drones? Have you experienced the ill effects? Have you experienced the house shaking?

If no to any direct, experience, are you interested in buying a toll bridge? I'm selling the Golden Gate Bridge at a very attractive price.

The claim of shaking his house alone is enough to confidently dismiss this as la-la land.
