The mavic 2 pro can fly up to 500 metres above your launch point.
If you climb high in the Andes or Himalayas to launch, it can fly as high as 6000 metres (max service ceiling).

And another question is what is the SAFEST but Maximum altitude?

Safety isn't a factor of height.
Most countries have a regulation limiting you to 120 metres above ground level.
