I believe this is exactly what experienced photographers have repeatedly stated in this thread so far. While there may be many reasons for wanting to use a larger aperture (most drone cameras have a fixed aperture so not relevant here) or a slower shutter speed, there is only one thing an ND filter does “reduce the light being allowed to reach the recording medium”. Unless you are outside of the range of your cameras aperture and shutter speed range to accomplish the task there is no reason to use an ND filter.
