No software update is going to turn a Mavic Mini into a Mini 2, they are physically different aircraft. I know they look very similar, but there are big hardware differences.

It is more stable. Havent had any dropouts yet.

1.3.0 is the app version.
It won't make any difference to your drone.
The new version is just to allow the Fly app to work with the FPV drone.
