Maximum allowable altitude in the UK

I just looked up on the CAA website a General Exemption - E4457 which states that if you are flying a SUA with FPV ie Goggles and a Competent Observer who is in line of site of the drone you can fly to 1000 feet.
Other distance rules still apply. Anyone heard of this ?
