I need to measure gutters, but need very precise measurements.

I was thinking Phantom 4 RTK but I'm not sure if that's the right kinda thing or not.

I know about roofsnap and dronedeploy.

Just don't know which drone to get for the most precise measurements.

It will mainly be a workhorse, but if the M2P fits the bill, that's a win win.
 
I need to measure gutters, but need very precise measurements.
Generally, if your roof has been correctly reconstructed by software like DD, PIX4D or Metashape, you can expect the relative accuracy to be within one to three times the ground sampling distance (GSD).
A GSD of 2 centimeters means one pixel in the image represents 2 linear centimeters on the ground. The same pixel will cover 4 square centimeters (2 x 2 centimeters).

To keep it simple, it is important to have:
- good quality of images taken (no blur)
- a low GSD
- reliable software to reconstruct your images

I see no use for a P4RTK as you only need relative accuracy for your roof/gutter measurements.

In the sample below I used PIX4D to reconstruct the image below. As I knew the actual size of the solar panels (1.5m) I let PIX4D measure it - the result = 1.5m.

So if I grab something like a P4P with a mechanical shutter, 20MP camera that should be good enough.

I just need to take a 3D map of the subject, upload to DD or similar then use GSD?

I don't know what GSD is yet, but I'm googling now.

I used to sell exterior home improvements...including thousands of dollars in gutters.
Here is my suggestion, better than using your drone, spend $69+ on a hand-held lazer. The one I used, cost $895, but they have come way down for short distances like around a house. Mine would measure over 300 feet distance.
You will have to do some arithmetic, subtracting eaves' overhang since you cannot actually reach the gutters. I was never off by more than a few inches.
