Nope! You got it wrong, as you can still override and unlock.

Added feature that disables takeoff when the GPS signal is weak (GPS <8) and the environment light is not sufficient. This feature can be disabled manually (requires DJI Fly v1.0.4 or later).

It's either GPS, VPS or unlocked into ATTI.
If you're indoors, you probably don't have GPS. If lighting is too low, you probably don't have VPS either. So what's to keep you from drifting?
