New iPad Mini 4 won't Livestream

I just tried to use my new iPad mini 4 to Livestream to FaceBook. I received a notice on the mini 4 that said (Cannot record live Video)

Anyone one know anything about this?

On my Nexus 7 it was very ify at best. I is strange that it said (cannot record livestream).

I'm using a nexus 7 also. Maybe I haven't been patient enough.
