This might be what you want to believe but perhaps you should read the document. < 250g and everything else are "Aircraft."Important to mention that with a couple of exceptions, these aren't actually rules, they were issued as guidelines but not mandatory. The mini is still technically exempt from every restriction that matters.

You can cherry pick a year old document all you like. Maybe you should note a little further down the page, "II assume you saw me post this in the other thread, but just to follow up, here's Transport Canada's own words on the subject:
"While we don’t restrict where you can fly a #drone that weighs less than 250 g (also called a micro drone), you must not put aircraft or people in danger. Keep everyone safe by flying smart."
