North Carolina already has a state law which bans launching or landing UAVs from or on "any State or private property without consent." Unless of course you are the government.
15A-300.2. Regulation of launch and recovery sites.
(a) No unmanned aircraft system may be launched or recovered from any State or private property without consent.
the key is "without consent" - Even if a municipality were to ban landing/takeoff they couldn't prevent you from the same from your own property...
I also don't think they would win in court trying to ban flight over "their" property... FAA has jurisdiction of airspace, correct?
