How do I turn on the binocular icon for Explorer Mode?

How do I turn on the binocular icon for Explorer Mode?

Explore Mode is available only in Photo or Video mode.

Set the mode to either Photo or Video. The menu that appears immediately to the left gives you the option to select the Explore Mode.
