Railway lines and their immediate surroundings might have some 'protection' though I am prepared to be corrected about that. You might want to look into that.
Either way I wouldn't fancy getting a high speed train train running into the drone's rear or sides, then there is the question of whether or not it would go throught the trains windscreen.

Someone should contact the site manager and challenge that - I don't think there is any legal basis for it.

Look up the CROW Act (GOV.uk). If you read the overview you'll find that railways are classed as excepted land and are not included in the 'right to roam'. It also states that land within 20 yards of an excepted feature is also excepted... but... the land 30 yards away is open to access.

The Act stipulates no hang gliding or paragliding and no motorised vehicles, but doesn't list drones as either vehicles or flying objects. Take off from a position outside the fenced off fields (which are permissioned access and private land - so civil trespass can be pursued). TOAL outside private land and any flight is governed by CAA rules.

As long as you don't overfly the railway track or come within 20 yards of it: no laws broken.
