I noticed today if the drone is stationery and I take my hand and start moving it towards the drone, the drone does nothing. Does the drone have to be moving for the obstacle avoidance to work?

What would you expect it to do when it is stationary? When you fly it towards an obstacle it will do what it is programed to do based on your settings. It will stop or fly around.
 
If it's sitting there hovering and something starts to approach it I would hope it would move out of the way?
Just to make sure your drone is up and running , do a follow me and see if the drone follows you. Its a good test and you can also walk into the drone an test the back up

For hand catching I always have to keep the stick down in landing position otherwise it will just raise itself when approaching it with my hand.
Yes, unless you first let it recognize that your hand is a safe landing spot, or land below 10% battery. At least it won‘t run away from you, so you can always grab it from underneath, if necessary.

I have never let the battery go down to a level of 10%. I don't think it would benefit the life cycle of the battery in any case.
