Question is: who put it into the box? DJI or Canadian Customs?

I don't think the goverment would open your mail to stick stuff in it. Probably sent a bunch of these for DJI to stick in their boxes shipping to Canada.
It's in DJI's best interest to have people not do stupid stuff resulting in more laws and reducing drone sales.

I found out today that the card was inserted in the packing slip window. So I'm pretty convinced it was Canadian Customs that slipped it in. My MP is also en route and we'll see what happens with that one.
