Skyreat ND Filters

I just received a set of Skyreat filters for my Zoom. Why is the filter loose from the piece that screws on? Any videos regarding this somewhere?

Is it the NDPL filter? Those are supposed to rotate. Shouldn't be too "loose" "but you're supposed to be able to turn it.
