In China. So it's just a matter of time until they sell them elsewhere without a controller for those who do not wish to buy another.
So DJI does sell the Mavic 3 Pro without a controller...

DJI will always sell controller only packages until the sales start to taper off . I'm sure they have tons of controllers to offload.
Give it maybe a year or less and they will be easier to get.
