Strobe effect

Hi guys I am almost sure that this has been discussed before, however I want to make sure the problem I have can be corrected. Basically I get this strobing effect anytime I record with my Mavic platinum pro and I don't know how to get rid of it. my camera settings are

ISO-100
2.7K OR 4K @ 30FPS
SHUTTER 1/60TH
ND filters- ALWAYS
Dlog
+1 -1 -1
WB- Custom (6900K)

I'm a novice at video but is it something to do with the different refesh rates of PAL and NTSC?, 25fps a versus 30fps?
what encoding/settings are you rendering the output with?

I'm sure someone more knowledgeable will be along soon.
 
Hi guys I did some further research and have come to the conclusion this problem I am having is called Frame Flickering. The best way I can describe this is like a stobe effect. You have to look very carefully, unfortunately the video that I uploaded is very hard to see the problem. Anyone know how the issue can be resolved?
