To be transparent, I am a rookie pilot. I use an app called UAV forcast to help me determine the best conditions. I was wondering the reason that I am advised to not fly when it is cloudy, even if I have 14 or 15 sats locked. Any advise would be much appreciated.

You can tweak the settings in UAV Forecast to choose when it will advise you not to fly. For example, if you think it's not safe to fly when the wind is over 10 MPH, then set that limit to 10 MPH and the app will advise that you not fly when the wind exceeds that value.
 
I've disabled the solar weather settings, max temp, wind chill, and sky cover. Though not disabled, I don't pay much attention to visibilty and visible sats.

Some of the categories like cloud cover are irrelevant to drone flying and can be safely ignored.
Others include Kp-index and number of GPS sats as the Kp-index hasn't ever affected anyone's drone flying and you'll always have enough GPS sats anywhere in the world.
You can also reset the default values of some settings to more realistic levels.

I'm considering uninstalling that app, if I were to go by its recommendations I reckon I'd fly 95% less.

I bring an anenometer with me, usually have an idea of the weather forecast, and definitely observe current conditions myself.
 
I pretty much ignore the so-called "recommendations" as to whether or not to fly. Don't need advice about that. But I like having what the conditions are so that I can, being informed, decide where and what kind of flying I'll do. If it's windy, I know better than to try flying 400 feet high and / or 3 miles down wind! I fly the beach a lot where wind can be a critical factor, not as to if I'm going to fly, but how much off-shore I'm willing to go based on speed and direction of the wind. I have my bird's parameters tweaked so I can get 50MPH in Sport mode...but I also know that if I'm flying against a 30 MPH headwind, I'm really working the battery hard. The UAV Forecast App has been good in that regard, not to tell me WHEN to fly but HOW conservatively I'm going to fly.
