I thought it was a software change from the recent firmware update, but when I tested a separate 3.2 USB C cable it jumped back up to 700mbps...

Newer Wintel computers are being offered which have much faster Ethernet ports but not with motherboard support for USB4. The "gaming" computers provide the best video processing capabilities but lack the data I/O and other features found in "business" computers.
